Philomath Police Facility Moves Forward

In the early part of 2002, the Philomath Police Department began the planning process to develop a new Police Facility.  A basic design was developed with input from the police officers who would actually work in the facility and a citizen Police Facilities Committee.

The Police Facilities Committee recommended that the building be located on Applegate, between City Hall and the Library.  This property is already owned by the City of Philomath.  This recommendation resulted in numerous community hearings with a final decision following the committee’s recommendation. 

The next step in the process was to issue a Request for Proposal for an architect.  Our goal was to get the highest quality building for the best cost.  The proposal we received from Williams Scotsman, Inc. was very attractive because it offered considerable savings in the design phase.  Williams Scotsman suggested a modular building with the design cost included in the construction.  The question of quality construction was an issue that needed to be answered.                                    

Councilor Schaudt and I traveled to numerous locations
around the state looking at modular construction.  The question of quality modular construction was answered when we traveled to Walla Walla Washington.  The Walla Walla County Sheriff’s Department had their Justice Center constructed by Williams Scotsman using a modular design.  They estimated that they saved approximately 30% using the modular design and they were extremely impressed with the quality of the construction.  Councilor Schaudt and I were also very impressed with the quality of the construction. 

The proposal from Williams Scotsman was accepted and we have just recently finalized the floor plan and the work continues on the final exterior design.  The 6000 square foot building will cost an estimated $600,000 to $700,000.  By utilizing the modular design, the cost will be lower, allowing the city to avoid a bond measure and pay for the construction out of reserve funds that have been set aside for this project.

We are currently on schedule to start construction next summer and will hopefully be operating out of the new facility by the fall.  On behalf of the Philomath Police Department, I would like to personally thank the Police Facilities Committee members and the City Council for their time and commitment towards this project.

Of Autumn Leaves and Fall Tidings…

A FRIENDLY REMINDER

Many of our children play and neighbors walk along our sidewalks; some have to dodge overgrown trees and/or shrubbery. Utility vehicles, garbage trucks and sweepers are less effective when they need to swerve around overhanging trees in the street. Trees and bushes make a significant contribution to the city’s appearance, but when they overhang public right-of-ways they can be annoying and/or hazardous to pedestrians, bicyclists and motorists.

City ordinance # 4-14.7 basically states that owners of property which borders a street or public sidewalk, including the adjacent planter strip, are responsible to trim trees and shrubs not less than 8 feet above sidewalks and not less than 10 feet above the roadway.

Property owners are asked to be mindful of obstructions and trim this vegetation so the city services can be completed and people can enjoy sidewalk traffic in our neighborhoods without interference. We all thank you for your cooperation in this matter.

AUTUMN CLEANUP

An expanded recycling/cleanup opportunity for City residents is being offered from October 25 through November 5.  Industrial dumpsters will be available in the Public Works yard located on Willow Lane off of S. 15th St. to receive those

 

junk items stored in your yard or garage.

Accepted Materials:

Wood, scrap metal (including old appliances.  A $15 charge is needed for any appliance containing Freon), yard debris, computer/electronic equipment, cardboard, and any other materials not specifically listed below as not acceptable.

If you have usable furniture or a mattress/box springs that is free of rips, stains or odors, you may bring them in to be distributed to those in need.

Not Accepted:

Car batteries, tires, motor oil, hazardous waste materials such as used paint, insecticides, or cleaning agents and household garbage.

The Public Works yard will be open from 8 am to 5 pm and proof of City residency (i.e. water payment stub) is required.  Any questions on this service, call Public Works at 929-3579.

STREET IMPROVEMENT EASES TRAFFIC

The City, with the generous assistance of Gene Tools owner Dr. James Summerton, has recently completed a major street improvement which will lessen traffic congestion along Main Street.  Industrial Way provides street access to the Philomath Industrial Park via North 19th Street.  Industrial Way serves as the only access to the Georgia Pacific sawmill and, with this westward extension of Industrial Way, an

 

alternative rear entrance to Thompson Timber’s log sort yard.  Until now, Thompson Timber log trucks had no other option but to use Main Street and North 15th Street to access their facility.  This situation was particularly frustrating as trucks attempted to enter Main Street from North 15th Street and travel east.

Gene Tools established itself at the Philomath Industrial Park in 2000 and is funding the construction of this street extension.

WINTERS EVE CORVALLIS

Join family and friends at a sparkling holiday celebration, Winter’s Eve Corvallis, December 3 from 5-10 pm in downtown Corvallis.  The event is a fundraiser for Assistance League of Corvallis (ALC.)

ALC sponsors Operation School Bell, providing children in need with new sets of school clothes.  Last year, 56 Philomath schoolchildren received clothing from this program.

The $25 admission to the elegant tented affair provides special shopping opportunities, music, champagne, hors d’oeuvres, desserts, and coffee.    Artist Jan Roberts-Dominguez has created a limited edition print made exclusively for this event.

Tickets are available in Corvallis at Albright & Raw, Borders, Book Bin, The Happy Cooker,  Inkwell Home Store, Rice’s Pharmacy, Zooeys, and at the door on the evening of the event.

Report from Mayor Chris Nusbaum

Dear Philomath Residents,

Wow! So much is happening at City Hall, keeping you updated can keep one hopping. Here is a summary of recent accomplishments since our last City Newsletter.

System Development Charges

I am happy to report that City Hall did receive your comments to move expeditiously regarding the increase of System Development Charges. In a 5 to 2 vote, our Council approved the adjustment of these fees to provide for priority one and two projects addressed in our wastewater facility plan. These are fees paid by new development and do not affect your existing home. This fee increase will deflect the cost of new growth from your household to new development.

Water

During the past year, the health of the Mary's River (our primary water source) has come up as an issue of concern. Rest assured that each and every member of your Council takes water issues very seriously. Our Public Works Committee is currently reviewing the Philomath Water Master Plan and the Mary's River Watershed Council recently held an information seminar at City Hall. Education regarding the health of our water supply will be forthcoming in future editions of the City Newsletter as water policy is formulated.

Street Utility Fee

That $1.90 you see each month on your household water & sewer bill goes straight to asphalt and gravel in rebuilding Philomath roads. This summer saw the resurfacing of Applegate (by the grade school to 19th Street), the east portion of Newton Street, Jeffrey Place, and James Street as well as Marlin Place. This new fee will prevent City Hall from having to ask you for future "Street Repair Bond Money" thus raising your property taxes at a later date. This street utility fee will generate a projected $47,000 each year for 15 years which equals $705,000 (the amount of projected funding needed to repair existing city streets).  Each summer you will see immediate street repairs due to this $1.90 fee.

Water and Sewer Rates

As has been consistent in the past six years, a modest increase in water and sewer rates has again taken place to preserve infrastructure to your home.  Our total water and sewer rates remain among the lowest of the area cities with which we compare.

Sports and After School Activities Funding

Our Council recently provided funding to Imagine One Philomath to facilitate a Community Forum addressing High School Sports and After School Activities funding. Imagine One has employed a Community Development Specialist from Cascades West Council of Governments to make this Forum a reality. Several organizational meetings between Philomath School officials, community leaders and the Mayor's office have taken place to date. Although I was optimistic that this Forum could transpire by fall of this year, a January 2005 date is more realistic in addressing the complexity of this important issue.

Philomath Senior Citizens Group Ready for Action

Would you like to join a group of active local seniors?  Receive a newsletter focusing on news and events for seniors in Philomath and western Benton County? If so, you will want to learn more about the Philomath Area Senior Citizens Association (PASCA).

PASCA members have been energized this year in anticipation of a full-service senior center in Philomath.  The center is planned for the main floor of the historic College of Philomath building, which will be undergoing renovation soon.  PASCA hopes to move into their new facilities at the corner of 10th and Pioneer in a few years.

To find out what types of activities and services seniors would like to see at the new center, PASCA sent out a survey of western Benton County residents.  The survey results are available at www.philomathseniors.org

However, PASCA isn’t content just planning for the future.  Recognizing that Philomath area seniors need a source for senior-related information, PASCA will publish a quarterly newsletter beginning next year. 

 “We don’t want to wait for the building to be ready to start doing something valuable for our senior citizens,” said Willa Evans, PASCA board member.  “The newsletter will help connect local services, programs, and others resources with the people who need them.”

Newsletters will be sent free to all PASCA members.  Joining PASCA is free of charge also; you just need to complete a membership form.  Forms are available online at www.philomathseniors.org or by calling Cynthia Hylton at the Retired and Senior Volunteer Program (R.S.V.P.) office at 753-9197.  Membership in PASCA also gives you a voice in the planning of the new senior center, and it’s a great way to meet other active seniors in Philomath and surrounding rural areas.
